### Officer's Report

#### The Site

The site represents the domestic curtilage of an existing dwelling located on the north western side of Glen View, a cul de sac leading from Ballachrink Drive towards Molly Quirk's Glen. The property is a semi-detached bungalow set back from the roadway by 7m.

#### Planning Status

The site lies within an area designated on the Onchan Local Plan of 2000 as Residential.

#### Planning History

Planning permission was sought and granted for the replacement of windows with patio doors under PA 88/0828.

#### The Proposal

Proposed here is the extension of the rear annex to provide a utility room, the provision of a raised terrace in front of the dwelling and the removal of the front garden to provide three car parking spaces.

#### Assessment

The Commissioners raise concerns regarding the loss of the whole of the front garden and this will be a stark contrast to the existing garden. There will be brindle coloured brick walls at the back of the parking area and a wider set of steps.

Whilst the rear extension and the decking are acceptable, the absence of any planting to soften the impact of the hard surfacing is not acceptable.

I have written to the applicant's agent expressing my concern on the above lines and they have submitted a further plan which shows the retention of around a third of the garden and steps and with planting troughs around the paved parking area. This now satisfies the Commissioners and my objection to the parking area.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
