In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby REFUSE the application made by you on behalf of:

which was considered on 2 March 2001, for the reasons set out in the attached schedule.

## Reasons For Refusal

Application Ref No: 00/01817/A

1. The conversion of the two existing stone barns (referred to as Building Nos. 1 and 2) would not comply with the principles of Planning Circular 3/89 "Renovation of Buildings in the Countryside", because;

a) the buildings are clearly still in agricultural use and are thus not redundant;
b) there is no justification to extend the barns in the manner proposed; and
c) the overall designs would adversely affect the character and appearance of the original buildings.

2. The two new building plots (referred to as plots 3 and 4) would result in 2 new dwellings in the countryside. This would be contrary to the Isle of Man (Development Plan) Order 1982 and there are no exceptional circumstances to justify such new development in a rural area.

3. The farm building referred to as building 5 is next to the farm cluster at Knocksharry and is visibly part of the farm complex as seen from the Ramsey Road to the north east. The Planning Committee is not persuaded that it is now necessary to:

a) relocate this large building to an open field which would be separated from any other buildings and which is currently served by poor access; and
b) create a new access onto the Ramsey Road which would cut across agricultural land and necessitate a large visibility splay onto the Ramsey Road.

Such a proposal would be contrary to the Department's general policies to prevent unwarranted development in the countryside.

4. The Planning Committee is not persuaded that the deficiencies of the existing access onto the Ramsey Road are sufficient to justify the creation of a new access road and visibility splay to the north east to serve Knocksharry Farm. The access would meander across two agricultural fields and remove a large section of the road frontage which would be detrimental to the character and appearance of the area.

5. NOTE This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
