### Officer’s Report

Planning approval is sought for alterations and extensions to Lily Bank, Kionslieu Hill, Foxdale, a detached two storey property identified in the adopted Foxdale Plan as Predominatley Residential. The alterations would take the form of the removal of a number of inappropriate extensions and the construction of an attached garage with gym/sauna above, flat roof sunroom extension with lantern rooflight to the rear elevation and flat roof porch extension to the front elevation.

It is considered that the proposed alterations and extensions enhance the appearance of the building within the landscape and the proposals are considered to be acceptable.

Patrick Commissioners have advised that they consider the proposed alterations to be detrimental to the character of the "cottage", and the occupiers of Rosehill Cottage, whilst welcoming the proposed alterations, raise concerns regarding the condition of the drains from the site. The Department of Transport Highways Division advise that three parking spaces are required clear of the highway and the Department of Transport Drainage Division advise of no objection subject to the imposition of a condition, as do the MEA. The Chief Fire Officer recommends the installation of smoke detectors.

It is considered that all parties, who submitted comments, with the exception of the following: Chief Fire Officer accord with the requirements of Planning Circular 1/06 and are therefore afforded interested party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This appropval relates to drawing numbers 01, 02 and 10B, submitted and date stamped 9th October 2006 as part of this application.

C 3. The external finishes of the extension must match those of the existing building in all respects.

C 4. There must be no discharge of surface water to the main foul sewer.

It is noted that the surface water from the property is to be discharged via a soakaway. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.

The applicant is advised to consult with the Manx Electricity Authority to determine the clearance required from the (overhead high tension line) or (the underground cable) which crosses the site.
