### Officer's Report

#### The Site

The site represents the curtilage of the existing bank building on the south western side of The Parade, in the heart of Castletown. The area edged red represents the footprint of the building and does not include the land to the rear which stretches to Farrant's Way.

#### Planning Status

The site lies within Castletown's Conservation Area and within an area designated as Mixed Use on both the adopted Castletown Local Plan of 1991 and the draft Area Plan which emerged as far as a draft and no further. The building is also Registered (RB 39).

#### Planning History

The building has been the subject of a number of applications:

- PA 85/0289 - erection of illuminated box sign - permitted
- PA 90/1174 - alterations to comply with fire regulations
- PA 93/0291 - internal and external alterations - permitted
- PA 94/0097 - provision of advertising signs - split
- PA 95/0739 - installation of sign - refused

### The Proposal

Proposed here is the replacement of the existing timber fire escape staircase at the rear of the property with a new steel staircase with lockable gate at the bottom and railing across the balcony. The timber staircase was added in the 1990 application. The new staircase is of modern appearance which will affect the appearance of the building.

### The Conservation Officer'S Supplementary Report:

The proposed is the installation of guard rails to the flat roof and a replacement staircase.

The works are proposed to the rear of the property over a modern, (1980's?) flat roofed extension and essentially replace existing, modern (all be it timber) staircase and railings with 'off the peg', galvanised items.

I do not consider that the proposed have a detrimental impact on the character of the Registered Building as the works are to the modern, rear section and, to the best part, away from public view. I therefore recommend approval of this application.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. PRIOR to the commencement of any building works a photographic survey must be undertaken to record the rear of the property and submitted to the Planning Committee for approval. Such a record is to be prepared in consultation with the Conservation Officer of the Department.

This permission relates to the Existing Roof Plan - Drawing No. 06-S054-SMCS-01, Proposed Elevations - Drawing No. 06-S054-SMCS-04, Proposed Roof Plan 06-S054-SMCS-03 and Site Plan all date stamped on 12th October, 2006.
