### Officer's Report

#### The Application Site

The site is the land adjacent to the control tower, Jurby Airfield, Jurby Industrial Estate, Jurby. The site which is highlighted with a red line on the submitted location plan is located northwest of the control tower which is proposed for Registration. The Jurby Airfield is a large site which is south of the Clannagh Road and east of the A10 road.

#### Planning Policy

The application site is within an area recognised as being an area of airfield, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, or within an area zoned as high landscape value, the site does lie adjacent to, but outside of the Jurby Airfield Area of Special Scientific Interest.

#### Proposal

The application proposes the creation of a parking area with tarmacadam roadways. Currently the site is an open field which is used for parking of vehicles when required. The proposal will provide a more specified parking arrangement within the site. Around the north and east boundaries of the site it is proposed to erected 1.5 metre high earth bungs.

#### Representations

Jurby Parish Commissioners advise that they have no objection

Highways Division:-

The Drainage Division makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

Wildlife & Conservation Officer:-
*Restricting clearance to the August-March period to protect Skylark nests (the Wildlife Act 1990 provides protection against destruction or disturbance for such Schedule 1 species).*

Disability Access Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

We have received no privately written representations objecting to the application.

#### Assessment / Recommendation

The site is within the Jurby Industrial Estate, which comprises of a number of large structures and buildings as well as the racetrack which lies adjacent to the south of the site. I therefore do not consider the introduction of a number of tarmac tracks would not have a significant impact upon the visual appearance of the surrounding area. Regarding the possible impacts upon the proposed

Registered Building (control tower), I have spoken to the Department Conservation Officer who has no objections to the proposal.

For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.

I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

- Jurby Parish Commissioners
- Highways Division
- Drainage Division
- Wildlife & Conservation Officer

I consider that the following parties that made representations to the planning application do not meet the criteria of Government Circular 1/06 and should not be afforded interested party status:

## **C 1.**

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

## **C 2.**

This approval relates to the submitted documents and drawings 103 REV A and 776/1/12R all received on 25th October 2006.

## **C 3.**

No development should take place between the August-March period to protect the ground-nesting birds (skylark nests).

C 4.

There must be No discharge of surface water (including that from roofs and paved areas) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.

N 1.

The applicant is advised to consult Disability Access Office with regard to the needs of disabled users within the building.
