### Officer's Report

#### The Site

The site represents the domestic curtilage of an existing dwelling situated on the eastern side of the Phildraw Road (A34) to the north west of Ballasalla. The site accommodates an existing dwelling and two outbuildings, one to the north and the other to the south.

#### Planning Status

The site lies within an area designated as Low Density Housing in Parkland with Woodland to the east on the Isle of Man Planning Scheme (Development Plan) Order 1982.

#### Planning History

The following applications have been submitted in respect of this site:

- PA 89/1993 - extension to barn - permitted
- PA 93/1422 - creation of new gateway and driveway - permitted
- PA 00/1168 - erection of a conservatory - refused
- PA 00/1948 - erection of a conservatory - permitted and

PA 06/1244 - replacement of windows - permitted.

### The Proposal

Now proposed is an extension to the existing garage block to provide an additional garage. This will replace an existing lean to garage building. the new garage will be slightly taller and neater than the existing structure.

### Assessment

The new building will be newer and will appear as a continuation of the existing block. There is no adverse visual impact from the proposal and the new building will be more useful by virtue of slightly larger internal dimensions. The extension is not immediately alongside the road and will not be visible therefrom.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status despite the former not submitting views in this case.

Whilst Manx Electricity Authority represents a statutory authority, the points raised in correspondence relate to working practices and not planning matters and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the replacement of the existing garage as shown in drawing reference SC 950/P/10-04 received on 3rd August, 2006.

N 1. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss

working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.

The applicant is also advised to contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
