#### Site

The dwelling 1 Alexander Drive, Douglas, is part of a row of two storey terraced properties (end terrace) which are located on the southern side of Alexander and west of Woodbourne Road.

Along the eastern elevation of the dwelling runs an access lane which access onto Alexander Drive. This lane continues around to the rear of all the dwellings along Alexander Drive, giving vehicle and pedestrian access (i.e. bins etc).

#### Land Use Zoning / Policy

The property has been zoned within the Douglas Local Plan Order 1998 as being within an area of predominately residential area; the site is within Woodbourne Road Conservation Area.

#### Proposal

The application proposes creation of a garden deck area over existing yard / car port. The submission includes the erection of a 1.8 metre high obscure glazing along the boundary shared with the neighbouring property 3 Alexander Drive. The treatment along the side (east) and rear (south) elevations of the proposal is the erection of a 1.5 metre high brick pillars which are in-filled by 1.5 metre high balustrades.

The neighbouring property 3 Alexander Drive rear yard area is made up of a single storey covered yard / garage.

The property to the rear directly adjacent to the proposal comprises of a two storey rear outlet.

The property 29 Woodbourne Road to the east of the proposal has a 2.5 metre high (approx) Manx stone wall which runs round the entire boundary.

### Representations

Highways Division do not oppose. Douglas Corporation has no objection. We have received no privately written representations objecting to the application.

### Assessment / recommendation

Material Planning matters which need to be considered regarding this application include:-

- (A) Impacts upon residential amenity of the neighbouring properties; and
- (B) Impacts upon the Conservation Area.

#### Impacts upon residential amenity of the neighbouring properties

Initial concern when consideration any proposed roof terrace development, is what possible adverse impact through overlooking which would leading to loss of privacy would occur. In this particularly case due to the proposed boundary treatments proposed for the terrace, coupled with the neighbouring properties rear yards being used as covered yards / garages and also extensions, I do not believe any overlooking would occur.

#### Impacts upon the Conservation Area

When considering proposals for the development for the possible development of any land or buildings which fall within the conservation area, the impact of such proposals upon the special character of the area will be a material consideration when assessing the application.

This particular case as the proposal is to the rear of the property and would not be significantly seen from the street scene, I believe the proposal would not cause an adverse visual impact to the detriment of the Conservation Area.

### Conclusion

The proposal would to be acceptable in this location and would not cause any adverse impacts to the detriment of the neighbouring properties or to the amenity of the area. Therefore my recommendation is for an approval.

I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
