### Officer's Report

Application is for an approval in principle for conversion of guest house to four apartments.

In 2003 an application (03/01901/A) was for the Approval in principle for the conversion of guest house to four apartments. This permitted on review on 16.04.2004.

The applicants have not submitted a reserved matter application since the AIP was granted. The approval has since expired.

The applicants are now wishing to re-instate the permission. There have been no policy changes since the since approval. I do not see there is any reason to withhold a planning permission.

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

Whilst IoM Fire and Rescue Service, MEA and the IoMWA represents a statutory authority, the points raised in correspondence relate to Building Control matters and not planning and as such should not be afforded party status in this instance.

The Disability Access Office have raised points relating to Building Control matters and not planning and as such should not be afforded party status.

C 1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.

C 2.
The layout of the proposed flats must
- (a) comply in all respects with the Housing (Flats) Regulations; and
- (b) be such that no flat is contained entirely within the basement.

Note: No approval is hereby granted to the arrangement of the flats indicated in the submitted application.

C 3. This approval relates to the red line site as shown in drawing number 01372/1 dated stamped 9th August 2006.

N 1. You are advised to contact the IoM Water Authority regarding the change in water supply to the building/apartments.

The applicant is advised to contact the M.E.A. Planning Department (Tel. 687781), to discuss the electricity supply for this application.
