### Officer's Report

#### The Site

The site represents the domestic curtilage of an existing property, Ballafesson Farmhouse which is located to the west of the Ballafesson Road (A7) around its junction with the A32 Surby Road. The property is a traditional cottage which faces south.

PLANNING STATUS The site lies within an area designated as Residential on the Arbory and East Rushen Local Plan. PLANNING HISTORY There have been no planning applications submitted in respect of this site.

## THE PROPOSAL

Proposed here is the erection of a two storey annex at the eastern side of the existing cottage and the provision of a porch on the rear elevation. This will have a ridge which is slightly lower than that of the main house and the same curved headed windows in the first floor and rear elevation and a pair of patio doors with side lights on the front.

## ASSESSMENT

The property is a very attractive cottage which is viewed principally from the side as one enters Qualtrough's Lane and from the north, from Radcliffe Close, from where the rear elevation is clearly visible (see photographs). The property presently has a single storey lean-to garage which is to be replaced by the proposed extension. The loss of the garage is more than compensated for by the existing open hard-surfaced area behind the cottage where vehicles may park.

The Commissioners have suggested that the external finish of the extension should match the stonework of the existing cottage. The drawings are not clear or annotated in this respect but I have enquired from the applicant's agent what the finish of the extension will be and he has confirmed that it will be finished in stone to match the main house. As such, the proposal is considered acceptable.

## PARTY STATUS

Rushen Parish Commissioners, Manx Electricity Authority and Fire Prevention Officer are statutory authorities and as such should be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the alterations and extensions shown in drawing 233-02 and the location plan, both received on 27th July, 2006.

C 3.

The external finishes of the extension must match those of the existing building in all respects.

C 4. The windows in the extensions must be timber-framed sliding sash to match those in the main house and the patio doors and side lights must be framed in timber and installed as shown in the approved drawings and none may be replaced without the prior permission of the Planning Authority.

C5 SC 0007 Surface Ware

N 1. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.

The applicant is also advised to contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.

N 2. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
