#### Site

The property 8 Albert Street, Douglas, is part of a row of two storey terraced (mid terrace) properties which are located on the northern side of Albert Street, east of Buck’s Road.

#### Land Use Zoning

The property has been zoned within the Douglas Local Plan Order 1998 as being within a residential / office use; the site is within Windsor Road Conservation Area.

## Relevant Planning History

4 Albert Street, Douglas - Change of use of residential ground floor to create office accommodation (05/00152/C) – approved. 2 Albert Street Douglas - Conversion of building to ground floor office and first floor flat (01/00187/B) – approved. 2 Albert Street Douglas - Approval in principle for ground floor office with residential use above (00/01113/A) – approved.

## Proposal

The application proposes the change of use from residential and office to counselling rooms and office.

Please defer the following application until the Public Works Committee has considered them on 21 June 2006 after which I will advise of their comments.

Highways Division
Do not oppose subject to the imposition of the following conditions:-
Three off street parking spaces are required to serve the proposed development.

Town centre location with off street parking.

IOM Water Authority:-
For a change in the supply to a premises (domestic or commercial) the applicant should contact the IoMWA Byelaws Inspector (Michael Karran), tel. 69 59 57

Chief Fire Officer:-
I recommend that the applicant consults the Fire Safety Department to discuss the fire precautions.

The applicant is advised to consult Disability Access Office with regard to the needs of disabled users within the building.

We have received no privately written representations objecting to the application.

## Assessment / recommendation

Issues to be considered with the application include:-
- (A) Highways Issues; and
- (B) Change of use.

## Highways Issues

As stated by the Highway Division Three off street parking spaces are required to serve the proposed development. These are provided by the parking provisions to the rear of the property. The property also has access to on road parking spaces which run along Albert Street as well as a number of multi storey car parks which are within a few minutes walk.

## Change of use

The property is within an area of office / residential use and therefore the proposal would be acceptable with regard to the Douglas Local Plan Order 1998.

For these reasons the proposals would seem appropriate in this location and therefore my recommendation is for an approval.

I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

- Chief Fire Officer
- Disability Access Office
