### Officer's Report

#### Description Of Application Site

- The application site is a residential property situated on the western side of the Douglas Road (A3) situated between Ballacraine and Kirk Michael.
- The site is within an area not zoned for development.
- The existing access has recently been altered following the granting a planning permission.
- There are substantial trees and shrubs along the northern and eastern boundaries of the application site.
- The site can be accessed via a field gate located on the northern boundary of the applications site.

PROPOSAL

- The proposal is to erect a stable block
- The building will be 12.5m in length and 3.2m in width.
- The height of the building will be 2.7m to the top of the lean to roof.
- The building will be constructed out of timber.

### Relevant Planning History

- 05/1950/B – Block up existing vehicular access with a sod hedge, enlarge and improve remaining vehicular access, extend existing drive and create parking/ turning area – granted 31.01.2006
- 05/1972/B – Erection of a lounge extension to side elevation – granted 07.03.2006

### Public Responses

- Press notices were posted on 20/4/06.
- Representations have been received from the MEA. They have made the following comments regarding works around underground cable/overhead lines.

### Issues

- The applicants are wishing to erect a stable block next to the existing vehicular access to the property.
- When Planning Application No. 05/1950/B was considered by the Planning Committee, the Committee considered that it was appropriate to withdraw permitted development right from the extended residential curtilage to ensure the site did not became cluttered with residential structures and paraphernalia. The purpose of the access was to provide a safety means of access to the site and not to provide additional area for further development.
- The building is located approximately 45m away from the existing dwelling. The general policy is that new buildings in the countryside should be built next to an existing group of buildings. Strictly speaking, the proposed stable block should be sited nearer to the existing dwelling.
- The proposed building would be partially visible from the public highway of the A3 due to the gaps within the existing strip of landscaping running along the eastern boundary of the site and open nature of the access into the application site. Having regard to the modest height of the building and the use of a rural material (timber), I would consider the proposal to be acceptable and would not adversely affect the visual amenities of the locality.

### Conclusion

I therefore recommend that permission be granted subject to conditions in the attached schedule.
