## THE APPLICATION SITE AND PROPOSED DEVELOPMENT

The application site comprises the curtilage of a detached dwelling that is located at 28 Banks Howe in Onchan.

The proposed development comprises of alterations to the dwelling to create habitable accommodation within the roofspace. The works encompass the raising of the height of the roof and the installation of dormers and rooflights.

#### Planning History

The dwelling contained within the application site has previously had approval to extend, although it appears that these approvals lapsed without the works being implemented.

#### Representations

Onchan District Commissioners recommend that consideration be given to amending the plans to a lower pitch to provide a more balanced appearance.

The Department of Transport Highways Division do not oppose the proposed development.

#### Planning Policy

The application site is within an area recognised as being within predominantly residential use under the Onchan Local Plan.

Policy O/RES/P/21 of the written statement (Planning Circular 1/2000) that accompanies the Onchan Local Plan states:

"Extensions and alterations to existing residential property will generally not be opposed where such proposals are appropriate in terms of scale, massing, design, appearance and impact on adjacent property."

## Assessment

Following a site visit to look at the application site and surrounding area I am satisfied that proposed development is in keeping with the existing surrounding development, which comprises of a variety of dwellings of differing designs. I am satisfied that the proposed extension does not adversely affect public or private amenity and, as such, is in accordance with policy O/RES/P/21 of the Onchan Local Plan.

I recommend that the planning application be approved.

I consider that all parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status.

C 3. The external finishes of the extension permitted by this approval must match those of the existing building.
