### Officer's Report

#### The Site

The site defined in red represents the immediate curtilage of the farm buildings at Mullinaragher, situated in the dip of the Mullinaragher Road roughly equidistant between the Clanna Road and the St. Mark’s Road. He area defined in blue represents the land associated with the buildings, stretching south thereof, on each side of the Santon Burn.

#### Planning Status And Relevant Policies

The site is designated as an Area of High Landscape or Coastal Value and Scenic Significance and Woodland on the Isle of Man Planning Scheme (Development Plan) Order 1982. The seven buildings on the site are also Registered (RB209).

#### Planning History

Planning permission has been granted for the following developments:

PA 04/0094 - conversion of buildings to a single dwelling permitted PA 02/1455 - creation of new access and drive permitted PA 99/1909 - alterations to dwelling and creation of boundary wall permitted

### The Proposal

Proposed here is a similar scheme to that approved on PA 94/0094. The differences are: a) the rebuilding of the western part of the rear elevation rather than conversion of the existing fabric b) the installation of a flue in this new lean-to.

Also shown is an amendment to the door in the first floor of the north elevation although this is not highlighted.

### Representations

Manx Electricity Authority recommend consultation with them regarding the low voltage underground cable which crosses the site.

Malew Parish Commissioners raise no objections to the application.

### Assessment

The applicant commenced work on the reconstruction of the rear annex before submitting this planning application. During works on site a tree was removed which appeared to have its roots undermining the lean-to which was subsequently demolished after consultation with the Building Control officer. The Conservation Officer is aware of this. The original annex extended only party way along the rear of this elevation and was to be extended under the previous approval, thus adding new fabric to the existing: the original walling was not to remain in tact and a completely new roof was to be added.

In my view, this proposal, whilst replacing more of the existing fabric than was previously permitted, is not unacceptable. The elevation to be altered is also not visible from the public highway.

### Conservation Officer'S Supplementary Report:

Policy RB/5 - Alterations and Extensions is particularly pertinent to this application.

These works have a minimal affect on Registered Building and are therefore deemed not to be detrimentally altering the character of the Registered Building.

I visited the site and have viewed the works in progress. I am content with the reasons for the removal of the root ball and corresponding demolition of that section of walling. For these reasons the proposals would seem appropriate in this location, I therefore concur with the Planning Officer and my corresponding recommendation is for an approval. I have offered additional Conditions.

### Party Status

Malew Parish Commissioners and Manx Electricity Authority are statutory authorities and as such should be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the re-building of the existing rear lean-to annex as shown in drawings received on 20th March, 2006.

C 3. The extension must be rebuilt in materials to match the existing, ideally re-using stone taken from the extension which was demolished.

C 4. Prior to the commencement of the development, a sample panel of stonework must be prepared (to indicate lime mortar pointing, stone type and coursing) on site, for inspection by the Conservation Officer and approval by the Planning Authority.

C 5. Prior to the commencement of works, a sample of the slate must be approved by the Planning Authority.

N 1. The applicant is advised to consult the Manx Electricity Authority regarding the low voltage underground cable which crosses the site.
