#### Site

The dwelling 8 Victoria Avenue is part of a row of two storey terraced properties which are located on the eastern side of Victoria Avenue, west of the Avondale Court Shopping Centre. The dwelling has been zoned under the Onchan Local Plan Order as being within a Predominately residential area; the dwelling is not within a Conservation Area.

The dwellings along Victoria Avenue are built on a hillside and therefore the ground level rises (i.e. neighbouring property Nr 6 is lower than the applicant’s property Nr 8). The different of ground levels between Nr 6 and Nr 8 is approximately 0.5 metres which is the same increase between Nr 8 and Nr 10.

## Planning History

The property has benefited from a recent Planning Approval for the installation of replacement rear window and roof lights and installation of new roof light (00/01060/B).

## Proposal

The application proposes to demolish the existing garage, kitchen and bathroom and erect a single storey extension to the rear elevation, erect a detached single garage with provision for off road parking to the rear elevation, installation of a roof light to the rear elevation and installation of a uPVC door and windows to replace the existing to the front elevation.

The single storey rear flat roofed extension which would be erected replacing the existing kitchen and bathroom will have a rear projection from the rear elevation of the dwelling of 5.03 metres and a width of 5.19 metres. It is also proposed to install two velux roof lights with the roof space.

The existing garage would be demolished and the applicant proposes to erect a new flat roofed garage which has a width of 3.14 metres and a length of 5.61 metres. The garage will be erected 5 metres away from the rear elevation of the proposed new single storey extension and will leave a 1 metre gap either side of the garage to the side boundaries (with 6 & 10 Victoria Avenue). This therefore gives adequate space to create a new concrete hard standing area, to provide two additional off street parking spaces.

The existing windows on the front elevation are proposed to be removed and replaced with Victorian style white uPVC framed windows. The front door is also proposed to be replaced with a white uPVC door. Alterations to the rear elevation include the installation of a larger velux roof light replacing an existing roof light.

## Representations

The Onchan District Commissioners have considered the application and have recommended an approval.

We have received no privately written representations objecting to the application.

## Assessment / recommendation

The single storey rear extension would seem to be acceptable due to the two neighbouring properties having single / two storey structures which project further than the proposed extension.

The changes to the front and rear elevations regarding windows, a door and a roof light again would all seem to be acceptable, and will improve the appearance of the dwelling.

The erection of a single storey flat roofed garage within the rear garden possible creates some adverse concerns with regard to loss of light and by having an overbearing affect upon the neighbouring properties. However due to the boundary treatments, the differences in ground levels, the height / size of the garage and as there a number of rear detached garages within the rear garden space and rear projecting attached extensions within the neighbouring area, I believe the concerns would not be significant enough to warrant a refusal. The proposal also create three off street parking provisions which should be encouraged due to the high demand of on street parking with in the area.

Due to these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.

I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
