### Officer's Report

#### The Site

The site represents agricultural land and buildings associated with Middle Cordeman Farm located to the north of the Bayrauyr (B30).

#### Planning Status And Relevant Policies

The site falls within an area designated as "white land" on the Isle of Man Planning Scheme (Development Plan) Order 1982 close to site of interest to archaeology.

#### Planning History

Planning permission has been granted for the erection of an agricultural building to the north east of this site (PA 0)

Permission has recently been granted on appeal for the erection of a farm shop (PA 04/2285), for agricultural buildings (PAs 02/1015, 02/2413, 03/1568 and 04/994), for re-roofing an existing building (PA 04/0756), installation of a feed canopy (PA 04/2284), the creation of lakes (PA 02/0176 and 02/1999) and the connection of two existing lanes (PA 04/1286) and the creation of vehicular access (PAs 01/2126 and 02/0228) and creation of a hardstanding (PA 02/0091) - all permitted.

### The Proposal

Proposed here is the erection of an agricultural building. This is to be erected to the west of the site of the farm shop, in amongst the farm buildings. The building will be 9.3m by 27.3m in area and 6m to the ridge. The building will be finished in profiled sheeting to match the existing adjacent barn and approximately half the size of this existing building.

### Representations

Department of Transport Highways and Traffic Division indicate that they have no objection on the basis that the barn will be used for livestock and will not generate any increase in traffic.

The occupant of "Thalloovell" objects to the application on the basis that a further building is not necessary and that the new building will add to the traffic already using Cordeman Road on which his property sits.

Manx Electricity Authority suggest that there are high voltage underground cables and low voltage overhead lines in the area: the applicant should discuss working practices with the Manx Electricity Authority in this respect.

Malew Parish Commissioners request a deferral pending further information regarding the height of the building and the access lane.

### Assessment

The building is proposed in association with a growing agricultural enterprise of specialist animals and organic crops. The siting of the building is in amongst existing buildings and served by the existing access road and is smaller than the existing building. The visual impact of the new building will be limited by this existing barn and will not be objectionable. There are no objections from the nearest neighbours of the proposed site - from Upper Cordeman Farm or Cronk ny Shee who have previously objected to proposals on this site. there is no evidence to suggest that this building will generate more traffic. if the farm grows or intensifies this can occur without planning permission and more intensive farming methods or for example dairy farming would generate more traffic on the Cordeman Road than the present activities do.

### Party Status

Malew Parish Commissioners and Department of Transport Highways and Traffic Division are statutory authorities and as such should be afforded party status in this instance.

Manx Electricity Authority represent a statutory authority and should be afforded party status in this instance.

The occupant of Thalloovell is affected by the proposal inasmuch as this property is alongside the access road and should be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the erection of an agricultural building as shown in drawings 00303/1 and AT 777.1 both received on 10th February, 2006.

C 3. The building must only be used for agricultural purposes.

C 4. The building must be clad in dark coloured sheeting (dark green, dark grey or dark brown).

N 1. Prior to the commencement of works on site the applicant must discuss with the MEA working practices to take account of the high and low voltage cables and lines which run across the site.
