#### The Site

The site represents the domestic curtilage of an existing house which is located at the northern end of Ballaquane Road, together with land associated therewith, to the south west of the dwelling.

#### Planning Status

The site in its entirety is designated as Predominantly Residential on the Peel Local Plan approved by Tynwald in 1989.

## The Proposal

Proposed is the creation of a new vehicular access onto Ballaquane Road to service a new stable building to be erected on the south western boundary of the site, backing onto the land on which the new swimming pool has been erected and which is designated as Open Space/Swimming Pool/Camp Site. The stable building will be timber framed and will have a footprint of 8.8m by 13.5m and will be 3.19m to the ridge. The proposal also involves the subdivision of the whole site into four paddocks, fenced off by 1200mm high post and rail fencing. A dressage arena is also to be formed to the south of the new entrance drive.

## Assessment

The site is designated for development and as such there should be no objection to the erection of the building proposed on visual or landscape grounds.

## Representations

Peel Commissioners have indicated that they have no objection to the proposal.

Department of Transport Highways Division indicate that they have no objection provided that the existing access onto Derby Road is closed off.

The Manx Electricity Authority raise no objection but advise that there are highvoltage and low voltage underground cables and equipment in the pavement where the proposed access goes onto Ballaquane Road.

The Water Authority raise no objection subject to the attachment of a note regarding water supply (SN 23).

There is no indication that the applicant intends to or is happy to close the existing access onto Derby Road. Having consulted the applicant's agent he has confirmed that there is no existing access onto Derby Road although there is one onto the southern end of Ballaquane Road which will be closed off and an amended plan has been submitted to illustrate this (01/1 - received on 13th April, 2006).

C 1.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2.

This permission relates to the erection of stables with associated access road, creation of paddocks, dressage arena and fencing as shown in drawings reference 00 and 03 both received on 6th January, 2006 and 01/1 and 04/1 received on 13th April, 2006.

C 3.

The existing access at the southern end of Ballaquane Road must be closed off by the continuation of the existing roadside treatment, once the new access is completed and available for use.

C 4.

Prior to the commencement of works, the applicant must discuss with the Manx Electricity Authority the high voltage and low voltage underground cables and equipment in the area.

N 1.

For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.
