## Officer's Report

### The Site

The site represents the curtilage of the existing Gospel Church situated on the southern side of the Castletown Road (A5), to the east of Ballamaddrell.

### Planning Status

The site lies within an area designated as Predominantly Residential on the Port Erin Local Plan approved by Tynwald in 1990.

### Planning History

The Church was approved under the provisions of PA 86/1401 and 87/0245. The permission was on a temporary basis for three years. Despite this the building was not removed and windows and doors were altered under PA 00/1336.

### The Proposal

Proposed is "the parking of a motor home at the rear of the present church building for occasional use or visiting preachers".

### Representations

A letter has been received from the owner of 1, Milner Park who is concerned at the size of the vehicle and the precedent which approval of this application may establish.

Port Erin Commissioners indicate that they have no objection to the application.

### Assessment

There is little difference between the parking of the vehicle there as one may if one visited the premises, and it being parked there on a permanent basis and using the electricity, services and amenities of the church. Planning permission would not be required if the motor home were simply parked there and not occupied.

Whilst this may be unusual and the provision of more satisfactory, permanent accommodation for those who will use it would be preferable, I cannot see that there is any adverse impact from its use or being parked on the site. If the church were to be demolished and residential development approved in its place there would be nothing in planning legislation to prevent the occupants of the housing from parking motor homes in their driveways or parking bays.

### Party Status

I would recommend that Port Erin Commissioners who are a statutory consultee, are afforded party status.

1, Milner Park, whilst close to the site is not directly affected by the site or the proposal and as such I would recommend that this correspondent is not afforded party status to this application.

#### C 2.

This permission relates to the parking of one motor home in the location shown in the submitted photographs and its use for occupation in association with the Elim Pentecostal Church.
