### Officer's Report

#### The Application Site And Proposed Development

The application site comprises of the curtilage of semi-detached dwelling located within an established residential estate in Braddan.

The proposed development comprises of the erection of a two-storey extension onto the side of the property, with disabled access to the side. The extension will provide a bedroom with en-suite bathroom at ground floor level and a bedroom and en-suite bathroom at first floor level.

#### Planning History

The following planning application is considered to be of relevance to the assessment of this current planning application:

Planning application 04/01293/B sought approval for a two storey extension to provide bathroom and bedroom for a disabled person at ground floor level and additional bedroom with en-suite bathroom on 1st floor. This planning application was initially considered and approved on the 7th January 2005, with the initial approval decision notice issued on the 11th January 2005.

### Representations

Braddan Parish Commissioners recommend that the planning application be approved.

The Department of Transport Highways Division object to the planning application on the grounds that they consider there to be insufficient details of parking and access arrangements.

The Department of Transport Drainage Division have no objection to the planning application subject to the imposition of conditions.

### Planning Policy

The application site is within an established residential area. I do not consider there to be any specific planning policies that are directly relevant to the development proposed by this planning application.

### Assessment

I consider one of the key material planning considerations in the assessment of this planning application is the existence of an extant approval for an extension, which is slightly larger but effectively the same as it proposed by this current planning application. The development proposed by this current planning application basically constitutes an amended version of the previously approved extension. The main differences are that the latest proposed extension is narrower (2.85m in width compared the previous 3.2m in width) and includes disabled access to the side.

The issue of car parking was examined within the previous planning application and that scheme was amended to retain sufficient parking space to the front of the dwelling. The development proposed by this current planning application repeats that situation. On that basis I do not consider the Highways Division’s objection to be legitimate grounds for refusal of the planning application.

Overall, the proposed extension is an acceptable form of development and I recommend that the planning application be approved.

### Party Status

I consider that all those who made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approach relates to drawing nos. 105, 401, 402 and 403 date stamped the 2nd December 2005.

C 4. There must be no discharge of surface water to the main foul sewer.
