#### Proposal / Site

The application proposes the widening and improvement of access to the forecourt parking area at 3 Derby Road, Douglas. The property is on a corner plot with Derby Road and Derby Square and is part of a row of two storey terraced properties (end terrace) which 3 Derby Road has benefited from extensive renovations externally and internally. The site has been zoned under the Douglas Local Plan Order 1998 as an area of predominantly residential and is also within the Windsor Road Conservation Area.

The proposal is to widen and improve the access to the forecourt parking area to provide five off road parking provisions for the five self contained apartments. The existing curb reduction for access into the existing vehicle hard standing is 3.9 metres, the application submitted proposes the curb be lowered an extra 8.1 metres along Derby Square giving a total length of 13 metres of lowered curb. In doing so, the area to the side of the property will be able to accommodate more off street parking spaces and will increase the easy of parking and reversing from and too the site. The existing vehicular hard standing area has a minimum width of 6.7 metre and a maximum width of 9.6 metre from the gable end wall of the property to the highway.

At present there are currently two on road parking spaces fronting part of the applicant's property. Both spaces are reserved for disabled parking for persons living in Derby Road. The applicant has stated that one of the persons using one of the spaces has moved away, which leaves one of the spaces unused. The second space is used by residents of Flat 1, 10 Derby Road. At present their parking space is almost directly adjacent to the applicant's access. The applicant and the residents of flat 12, 10 Derby Road have discussed the possibility of moving their existing designated space to the opposite side of the road, immediately past 2-4 Derby Square (Bathroom Showroom).

### Consultations

The Douglas Corporation have considered the application and have no objections.

The Department of Transport considered that no adverse traffic impacts subject to the imposition of the following condition:-

- The removal of disabled parking space from the public highway which is located outside the proposed access.

The S.P.M.C. & E also have no objection to the parking proposals, although object to the flat roofed dormer shown on the drawings submitted. However the dormer is not part of this application but a previous application in the early 1980's.

We have received at letter also from the residents of Flat 1, 10 Derby Road, stating that they have no objection for their existing disabled car parking space be removed by the relevant authorities to the opposite side of the road.

### Assessment / Recommendation

The issue regarding the disabled parking spaces would seem to be acceptable, as the applicant, residents of flat 1, 10 Derby Road and the Department of Transport all seem happy with moving the space to the opposite side of Derby Square just past the Bathroom Showroom and removal of the extra disabled space which is no longer required in this location.

The proposals will provide 5 off road parking provisions, which should be encouraged due to the desperate needs in the surrounding area due to the lack of space for off street parking and on street parking, therefore due to these reason the application would seem appropriate in these locations and therefore my recommendation is for an approval.
