#### Site

The application proposes the change of use of the existing hard standing area for the parking of vehicles belonging to 4WD Hire Centre. The proposed land use to be changed is at Ballapaddag, Cooil Road Braddan.

Currently on this site are Robinsons Ltd, which has a large distribution centre within the site who delivers goods to shops and restaurants. The area of land proposed to be used by the Hire Centre is to the southern most point of the site.

### Proposal

The application has been submitted due to the 4WD Hire Centre currently having there own site just off Cooil Road (at the Land between the Smithy and New Access Road, the Barley Field developed), after benefiting from a recent Planning Approval for the erection of a motor vehicle workshop to the rear (04/02630/B), which is an additional extension to the site following the initial Planning Approval of development on the site. Because of this the proposal is for a temporary use of the area for parking provisions for a maximum period of 6 months, where it is proposed to have a maximum of 20 vehicle movements per week. The vehicles involved are larger vehicles like Transit vans, which are a similar size to those used by Robinsons, who currently park most of their vehicles along the south east of the site very close to the area where the application is proposing. The proposal does not involve any engineering operations.

### Consultations

The Braddan Parish Commissioners have considered the application and have recommended an approval for a limited period of 6 months from the date of Planning Approval.

The Department of Transport comment are that the proposal will not case an adverse traffic impact subject to a condition that, the parking provision is for a six month period or until the parking facilities on the 4 Hire site are completed.

The SPMC&E views are that they believe the developers have had amazing luck in exploiting non-zoned land on the wrong side of Cooil Road, as the area is not zoned as either "Industrial" or even "Commercial" and therefore the Society are loath to support any further increases, albeit a temporary one.

We have received no privately written representations objecting to the application.

### Assessment / Recommendation

The proposed site is a relatively small area of the overall site, to the north of the area is where Robinson's vehicles park presently (see photographs) and I do not believe that the temporary additional parking provisions for the 4WD Hire Centre vehicles at the proposed locations will cause a significant detrimental impact upon the visual amenity of the area for a maximum period of 6 months to warrant a refusal.

Possibly planting or adequate screening along the southern boundary of the site would be appropriate in this location if the proposal where a more permanent feature, but has the proposal is for only 6 months I believe a condition for adequate screening is not required at this time. Another conditional that might be included is that of one stating that the site should be retuned to its existing condition after the 6 month period, however as the proposal does not involve any engineering operations the site should remain in its present form and therefore a conditional will not be required. For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.

I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the submitted documents and drawings 581 001 and 581 002 all received on 23rd November 2005.

C 3. This approval relates to use of the site for temporary parking for the use of the vehicles of 4WD Hire Centre for a period of 6 months from the date of this notice; at the expiry of this period, the use as a parking area must cease unless there is by that date planning approval for a further period.
