### Officer's Report

The site, defined in drawing reference 14453/01 represents the curtilage of Phurt Le Moirrey primary school which is located on the southern side of the crossroads of Plantation Road, Station Road, Beach Road and Bay View Road.

The site is designated as Residential on the 1982 Plan although the primary school was erected in the 1990s (PAs 91/1528, 92/1061) and a bin store (94/1799) and fencing (01/1497) were added later.

Now proposed is the erection of lighting, some replacing existing luminaires and others completely new. There are to be wall mounted tube lights attached to the main body of the school on the north west, south west and south eastern elevations. The existing pole-mounted maps are to be replaced with new poles with SGS 204 whose heights are not given. These are suitable for motorways, major roads, industrial areas and junctions. This may be excessive for primary school in an easily-observable location. All the lighting is to the front of the school building.

Defer for consultation with the applicant's agent.

The existing lighting comprises spherical lamps on standards around the car park (see photograph). The applicant has clarified (by e-mail dated 4th January, 2006) that the lighting will be the same as that installed at Willaston and Braddan Primary Schools and will incorporate 6m high standards not 12 to 15m high as stated in the application. These standards are not intrusive and are located close to residential property as will these.

There are no observations from neighbours and the Port St. Mary Commissioners indicate that they have no objections to the application.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the installation of new and replacement lighting as shown and described in drawing referee 14452/01 and the supporting literature all received on 23rd November, 2005. The pole-mounted lights must be fitted upon posts which do not exceed 6m in height.

C 3. The new lighting may not be illuminated as earlier than 0700hrs or any later than 2300hrs.
