The application seeks approval ~~in~~ for the conversion of an existing dwelling on the corner of Mona Street and Dale Street in Ramsey into three self-contained apartments. The property, which

has previously had approval for use as a residential dwelling and as offices, was recently refused approval for use as a children’s nursery, 04/1858/B.

Ramsey Town Commissioners have objected to the planning application on the grounds that they consider the proposal to be over intensive with inadequate car parking provision. The proposal provides four car parking spaces for the three apartments. As the Ramsey Local Plan does not prescribe a car parking provision the fall back level of 1.5 spaces per dwelling is the current level. Whilst the provision of four spaces is one space short I would accept that its town centre location is probably sufficient grounds to allow the one space shortfall.

However, based on the submitted survey drawings and knowledge of the application site I consider that the third floor, which is essentially roofspace with only rooflights, is not suitable to be appropriately converted to provide acceptable living accommodation. The rooflights means that the third floor has a poor outlook and is therefore contrary to the provision of Planning Circular 2/88. I recommend refusal on these grounds.

R 1. By reason of its limited size and poor outlook the conversion of the third floor into a self-contained apartment would be contrary to the provisions of Planning Circular 2/88 - The Conversion of Buildings into Flats. As such it is considered that the building is not capable of being appropriately converted into three self-contained apartments.

- 1. Without prejudice to any subsequent planning application the conversion of the building into two self-contained apartments may be acceptable.
