The application proposes the installation and erection of new access steps, French doors and balcony to side and new French doors and balcony to replace existing bay window to front elevation at 2 Southview, Queens Promenade, Douglas, which is part of a pair of semi detached four storey properties within a Conservation Area. The application has had a recent Planning Approval (05/01796/B – Split Decision) which was for the installation of uPVC windows to the front and rear elevations.

The front elevation which has an existing bay window is proposed to be removed to form a balcony which will be access via new French doors from the living area. To the rear the applicant is proposing a side / rear balcony which will be accessed via a new external staircase and from the new French door and two new timber glazed doors which will replace the existing door and two existing windows.

The Douglas Corporation have considered the application and have no objection. The Drainage Department also have no objection subject to conditions. We have received no private written representations objecting to the application.

The rear / side proposals of installation a balcony, external staircase, two timber glazed doors, replacement sliding sash window and French door would seem to be appropriate in these locations. However after discussing the application with the Conservation Officer the removal of the front bay window to form a balcony would be totally unacceptable and inappropriate within the Conservation Area. Therefore my recommendation is for a refusal of the application.
