# Supplementary Officer Report

P.A 05/2050 Supplementary Report 1. I have spoken to Derek Sewell in relation to his "objection". He is content if there is included a condition requiring the submission of a Transport Assessment with the Reserved Matters application and requiring that the design be prepared in accordance with the conclusions thereof. 2. We need to indicate that, before establishing the disposition of the various uses on the site, there should be an acoustic assessment, so ensuring that each use does not have adverse impacts on the others. 3. I have re-drafted the conditions in response to the above and to other matters, including the comments of MNH. G. Guiden Public Art condition. Note re "snake-pit" Approved 25.5.06 (Douglas 2000 Notice; no hearing). (1) SC 1 (App. in Principle; but Vomit "Vandscaping") Reserve: all matters) (2) The application for Reserved Matters must include a Transport Assessment which projects the number of arrivals and departures by staff, patrons, guests, and service vehicles, and a Road Safety Audit; the application must demonstrate how the above traffic movements will be catered for; the Assessment and the Audit should be prepared in consultation with the Highway Authority. (3) No approval is hereby implied to the layout or disposition of the various uses as shown on the indicative drawings; the application for Reserved Matters must include an acoustic assessment, so ensuring that each use does not have adverse effects on the others. (4) The building should be designed in accordance with the following criteria: (a) the building should be of modern architectural style using high quality finishes and detailing; and (b) the elevations to Lord Street and Fort Street should include interest commensurate with the importance of the site to street-scenes within this part of the Town Centre; and (c) an element or elements of public art should be included as part of the design process. (5) The Reserved Matters application must include an assessment of the site's archaeological potential; and a method statement demonstrating how the proposed construction would be undertaken such as to accommodate full investigation of such archaeological interest. (6) The building must be designed such as to accommodate the needs of disabled users in all respects. Notes (1) [Water Supply Byelaws - SN] (2) The applicant/developer is requested to consult with the Douglas Corporation to discuss the possibility of re-landscaping the land immediately east of the site as part of the proposed development.
