The site is well screened within its surroundings and the proposal would have a minimal impact on the neighbouring properties. However, in terms of policy, the building is an unfinished garage with hobbies room above which is being built under planning application 03/0298/B. The conversion of the building along with the proposed extensions would in tantamount be creating a new residential dwelling in the open countryside.
