### Officer's Report

The application proposes the installation of uPVC windows to the front and rear elevations of 2 Southview, Queens Promenade, Douglas, which is part of a pair of semi detached four storey properties within a Conservation Area.

The front elevation at first floor and second floor level involves replacing the existing windows like for like except for the proposals will be made from white uPVC, except for the front first floor bay window which is proposed to be replaced with the same configuration as now exists. The third floor existing window which is a half round head sliding sash window will be replaced by a half round head bottom opening casement window again in white uPVC.

The rear windows which are a mixture of sliding slash and top hung windows (total of 3 windows on each floor level). The third floor windows are too be replaced with sliding sash windows, second floor with tilt and turn windows and at first floor level two windows to be replaced by French windows and the other window again with a tilt and turn window. All windows to be white uPVC.

On the rear gable return it is proposed to install tilt and turn windows to replace the existing windows at second and third floor, whilst the first floor window is proposed to be replaced by French doors. There are a total of 3 French doors to be installed however this is subject to Planning Permission at a later date as the applicant also want to install balcony's as well, so the French doors will not be considered in this application.

The proposals would seem appropriate to the rear elevation and the first and second floor of the front elevation; however the installation of half round head bottom opening casement window at the third floor level would seem inappropriate within the Conservation Area and therefore unacceptable. Because of this my recommendation is a split decision.

Approval is the all the windows on the rear elevation and approval to the first floor and second floor on the front elevation.

Refusal is for the top floor (third floor) half round head bottom opening casement window.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. The approval relates to the submitted documents which are date-stamped 7th September 2005 and 19th September 2005.

C 3. Planning Approval only relates to the windows on the rear elevation and on the windows at first and second floor on the front elevation, which includes the bay window being replaced with the same configuration as existing.

C 4. Planning Approval has not been granted for any works involved in the construction of any balcony or installation of any French Doors to the rear elevation.

The proposed half round head bottom opening casement window as now proposed at third floor level (top floor) would not preserve or enhance the appearance of the property or that of the Conservation Area.
