### Officer's Report

The application site is situated on the northern side of a farm track. The application site is an open field with landscaping running along part of the south western and north western boundaries of the

site. The site is located within the open countryside. The site is currently used for agricultural purposes.

Proposed here is the erection of a dwelling on the site. The site is within an area designated as an area not designated for development on the 1982 Development Plan Order.

No agricultural case has been put forward by the applicant to support the erection of the dwelling in the countryside. The development is unwarranted and would establish a very unfortunate precedent.

There is no evidence the existing building has been used as a dwelling. If it had been, the residential use would have been lost by abandonment due to the fact that the building is currently being used in connection with agriculture.

The development of this site would be contrary to the adopted land use designation of the site and the Department's general presumption against development in the Island's countryside - as set out in Planning Circular 1/88. Approval of development of this site would establish an unfortunate precedent for further unwarranted and uncontrolled development in the countryside.
