The application site is set within Ballaugh village. The site is situated at the junction of Station Road with the Main Road (TT Course).

In terms of Highway safety, the Parish Commissioners are concerned the development is too near to the existing roundabout and Ballaugh Bridge and would cause very dangerous traffic hazard. The commissioners consider there is insufficient space within the curtilage of the property for a vehicle to turn around and enter the highway in forward gear and because of the amount of movements of vehicles in the area it would be to dangerous to drive into the proposed new access and reverse out into the flow of traffic or vice versa.

I also share the concerns of the Parish Commissioners. Following advice from the DoT, the highways division consider the proposal will have no adverse traffic impacts subject to a condition that all

boundary walls to the front and side of the property are to be lowered to 1m or less to achieve the required visibility splay.

The properties amenity space is set to the front of the property. This proposal will reduce the amount of amenity space to an unacceptable level. Furthermore, the property currently has an existing driveway to the front of the property. I consider a further driveway would be out of character with this property and would clutter the appearance of the property by allowing an additional vehicle to be parked in front of the property. I therefore consider this proposal would be detrimental to the visual amenities of the street scene.

R1. The creation of a vehicular access by reason of its siting would:

i) reduce the amount of amenity space for the property to an unacceptable level which will be detrimental to the enjoyment of the property for future occupiers; and ii) will allow for a further vehicle to be parked in front of the property which will adversely affect the character and appearance of the property to the detriment of the visual amenities of the locality.

The creation of a vehicular access by reason of its proximity to the junction of the A10 and the A3, the available visibility and the available sight lines for any new vehicular access would be limited and contrary to the interests of road safety. As such, it is considered that appropriate of street parking provision could not be safely provided and that the application is unacceptable.
