### Officer's Report

1. The site comprises the curtilage of the shop next to the Baptist Church on Broadway.

2. The application proposes that
- (a) the ground-floor should be used as, and altered to facilitate use as, a restaurant; and that
- (b) each of the two upper floors should be used as a flat.

3. Whilst the uses are themselves acceptable in this area, the issues which arise are
- (a) parking provision;
- (b) access to the flats; and
- (c) environment for the flats.

I advised the architect of the above issues, but cannot trace a response (as yet). Inclined to recommend refusal.
