### Reasons For Refusal:

1. There is no off-street parking provision for residents of the flats or the staff in the restaurant; further on-street parking in this area would add to existing congestion.

2. The access to, and general environment of the flats is poor and unsatisfactory.

3. This review has been considered by the Planning Committee on written evidence. Any additional submissions not previously circulated to interested parties are enclosed herewith.

- the time for requesting an appeal in relation to any decision at review has expired; or
- any appeal has been completed.
