### Officer's Report

The application seeks approval for the erection of a extendable 8m - 24m radio antenna supporting tower for amateur radio use within the curtilage of a detached dwelling on the outskirts of Ramsey.

The proposed development has raised objections from local residents, Lezayre Parish Commissioners and Manx National Heritage. Given the height of the proposed antenna and it's prominent location within a relatively open area of countryside and being in close proximity to a public footpath and residential properties I have to conclude that the development would be visually intrusive within the area by reason of its siting, height, design and materials. I therefore recommend that the application be refused.

A number of the local residents have also made comments about the possibility of interference from the mast. I consider radio interference can be a jusifiable reason for refusal. However, there has been sufficient evidence to demonstrate that interference will occur. I have not seen any evidence of any possible interference. I therefore consider it unreasonable to refuse the application on interference grounds.

The application site is a residential property and within an area not zoned for development. The planning application proposes the installation of a substantial telecommunications mast with associated development in a prominent and open location and would result in a conspicuous and incongruous development out of keeping and scale with the surrounding locality. More specifically the proposal would be contrary to Policies GP3, EP1, EP4 and IP4 of the emerging Isle of Man Strategic Plan in that by virtue of its siting, height, design and materials it:

- (a) would result in the introduction of a conspicuous and incongruous feature within the landscape to the detriment of the visual amenities of the locality and the residential amenity of nearby dwellings; and
- (b) would result in development within the countryside which will diminishing the openness, value and character of the surrounding area.
