### Officer's Report

The site represents the curtilage of an existing stone barn located on the eastern side of the Colby Glen Road in amongst residential development.

Permission was granted for the conversion of the building to a dwelling. Work is well progressed although certain works have been undertaken not fully in accordance with the approved plans. The Conservation Officer noted the changes and reported them to the PEO although he had no strong views in opposition to the changes.

The changes include a slightly larger front porch with different door and windows, demolition of the external steps, balustrading above the porch to be painted black, the change of patio doors in the southern elevation to a window, revealing the three existing windows in the rear elevation, alterations to the size of some of the windows, omission of the approved new rooflights, omission of a windows in the northern elevation, enlargement of the kitche extension and enlargement of the windows therein. Also proposed is banding around the windows to seal what were poor stone reveals, the insertion of casement windows rather than sliding sashes and the use of varnished wood rather than painted and with pre-cast conceret cills. Finally a rendered verge is to be added to the roof gables and the use of square section downpipes and guttering rather than circular.

The changes have not been noticed or the subject of complaint by any neighbours and indeed there are no objections to this application. I met with the applicant and his workman and wife on site and they were very apologetic about the changes which he didn't realise needed planning permission and he thought that as they were all costing him more money, were improvements which we wouldn't mind.

I cannot find the approved application - PA 02/1885 but feel that the changes which have been made are not objectionable.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the conversion of the building to a dwelling as shown in drawings 1117-01 and -03 both received on 8th July, 2005.

C 3. There must be no discharge of surface water to the main foul sewer.

C 4.

The proposed development must be connected to the main foul sewer.

NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development

C 5.

The line of the sewers which cross the site must be fully protected during building work and the existing public manholes adjacent to the barn must be accessible at all times and no building materials may be stored over them at any time.

N 1.

For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Les Quayle), telephone 695957.
