### Officer's Report

The application seeks approval for the conversion and extension of a derelict dwelling located in Abbeylands, Onchan. It is proposed to extend the property to the side with the addition of a two-storey extension.

The application site has been the subject of a number of previously refused planning applications seeking to erect a new dwelling on the site. Whilst the building has clearly lost its habitable status, and would therefore normally be viewed as being contrary to the provisions of Planning Circular 1/88, its conversion was approved through PA 02/986. This previous planning application was approved on appeal and is subject to a condition that states that "The renovated building must reinstate the original appearance of the building – i.e. the general form and appearance of the building as it

presently exists together with the annex (which would appear to have been a single storey lean-to) to the north east." On the basis of this condition I would suggest that the proposed extension is unacceptable as it would clearly contravene the previous approval. Even without the previous planning approval I would suggest that the proposed extension is poorly designed and out of character with the existing dwelling. Accordingly, I recommend that the planning application be refused.

R 1. By reason that the proposal extends in a two-storey form and the existing dwelling is altered the proposed development is contrary to conclusion of and subsequent condition attached to the previous planning approval (02/00986/A) which specifically stipulated that the renovated building must reinstate the general form and appearance of the building as it presently exists together with a single-storey lean to annex onto the side elevation.

R 2. Notwithstanding the first reason for refusal the proposed extension is considered to be an unsympathetic means of extension that is out of keeping with the character of the existing building.
