### Introduction

1. The aim of this statement is to provide background information to assist the appointed Planning Inspector’s assessment of the above planning application.

### The application site and proposed use

2. The application site comprises of an agricultural barn, which is located within a farm holding accessed off Little Mill Road in Onchan.

3. The proposal seeks approval for the additional use of the building for the storage of waste paper prior to its shipment to a recycling facility in Wales. The applicant’s statement that accompanies the planning application states that the approval would be required for a period of three years. As explained by the accompanying statement it is understood that the storage would be used by the Waste Management Operations Unit.

4. There have been a number of previous planning applications that could be considered to be of relevance to the assessment of this current planning application:

92/00947/B – Provision of 2 agricultural buildings, garage & vehicle turning area and reconstruction of implement shed. Kerrowdhoo Farm, Little Mill, Onchan. This planning application was initially considered and refused on the 6th November 1992, with the initial refusal decision notice issued on the 12th November 1992. A copy of the decision notice is attached to this statement as appendix 1.

92/01144/B – Reconstruction of implement shed and construction of garage. Kerrowdhoo Farm, Little Mill, Onchan. This planning application was initially considered and refused on the 18th December 1992, with the initial refusal decision notice issued on the 6th January 1993. The Planning Committee conducted a review of the initial decision on the 24th March 1993 and resolved to approve the application on review, with the review approval decision notice issued on the 29th March 1993. Copies of the decision notices and an extract of the submitted drawings area are attached to this statement as appendix 2.

92/01145/B – Erection of 2 agricultural buildings. Kerrowdhoo Farm, Little Mill, Onchan. This planning application was initially considered and refused on the 18th December 1992, with the initial refusal decision notice issued on the 7th January 1992. The Planning Committee conducted a review of the initial decision on the 24th March 1993 and resolved to approve the application on review, with the review approval decision notice issued on the 29th March 1993. Copies of the decision notices and an extract of the submitted drawings area are attached to this statement as appendix 3.

01/00209/B – Extension to agricultural building. Kerrowdhoo Farm, Little Mill Road, Onchan. This planning application was initially considered and refused on the 6th July 2001, with the initial refusal decision notice issued on the 10th July 2001. The Planning Committee conducted a review of the initial decision on the 24th August 2001 and resolved to approve the application on review, with the review approval decision notice issued on the 28th August 2001. Copies of the decision notices and an extract of the submitted drawings area are attached to this statement as appendix 5.

### Planning policy

5. The current local plan that covers the application site is the Isle of Man Planning Scheme (Onchan Local Plan) Order 2000, which was approved by Tynwald on the 21st March 2000 and came into effect on the 1st April 2000. This order is accompanied by and should be read in conjunction with a written statement (Planning Circular 1/2000). Under this document the application site is within an area designated as being open space (i.e. the open countryside) and also with an area defined as being land unsuitable for development owing to a danger of pollution of an existing or future public water supply.
