## Planning Applications For Consideration

05/01201/A Approval in principle to erect three chalet-style bungalows and extension to roadway on land adjacent to 72 Slieau Curn Park, Kirk Michael. Applicant: John Richard Thorpe.

1 NO OBJECTION, 4 OBJECTIONS BUT A DEFERMENT IS REQUESTED BASED UPON THE ISSUE OF WHAT IS AND WHAT IS NOT ZONED LAND.

Mr. M. A. Craine signed the ‘Declaration of Interest’ Book.

The Commissioners are of the notion that there are two ways of looking at this application but they feel that it would be preferable if there were a deferment in order to establish what land is zoned and what is unzoned.

The first observation is that from the submitted plan, it does appear that part of the development is outside the zoned predominantly residential land but this is difficult to judge as there is no accrual measurements to define the boundaries as shown on the Local Plan 1994 because of the additional work completed to the development, known as phrase 3.

The second observation is that the estate would benefit from being finished off, preferably by some open space to provide a basic amenity area, which is now obligatory to all housing developments as stated in draft Island Strategic Plan. Currently this land is fenced off, but there is an area of un-kept wasteland adjacent to property No 72. The benefits from having an open-space area would deter children from playing in the street.

## Objection

The Commissioners’ state their observations to this application based upon the Planning Committee’s original findings presented at Review.

a) The proposed development would have inadequate external space, limited outlook and a poor immediate environment: the proposed dwelling would also have an unreasonable effect on the privacy and enjoyment of the adjoining dwelling known as “Lambourne Cottage”.

b) There are currently 2 parking spaces available to the shop and associated showroom/store. The proposed conversion, while providing parking to the dwelling, would remove the existing parking facilities available to the shop, which is to be retained as part of the development. The additional on-street parking that would be generated would contribute to the traffic congestion in this area of Kirk Michael Village.
