### Officer's Report

The application site is a corner plot on the junction of Rhendhoo Road and the A13. The site is set in the open countryside. The site currently comprises of an extended cottage with an attached outbuilding. Also within the site is a stable block. All the current buildings within the site are single storey.

This proposal is to demolish the existing extended cottage and outbuilding and erect a replacement dwelling with a detached garage. The proposed replacement dwelling will be two storey in height. The current floor space of the existing cottage and outbuilding is approximately 131.1m2. The new dwelling will have a floorspace of 257.1m2. This is a 96% increase from the original floor space of the original buildings. I therefore feel the proposed redevelopment will be contrary to Policy 1/88 in that it is a significant increase in size.

The applicant has tried to replicate a traditional Manx property on the site. However, the proportion, form and detailing of the proposed dwelling does not have the traditional character. I feel the proposed dwelling is too large and has more of an urban characteristic rather than a rural one. I therefore consider the proposed dwelling would not be contrary to Planning Circular 3/91.

In respect of the impact on the street scene of the A13 and Rhendhoo Road, there is substantial landscaping running along the boundary of the site adjacent to the public highway. The existing property is completely obscured from public view. The proposed dwelling is set a significant distance within the site. Notwithstanding the above issue of the design of the dwelling I consider a two storey dwelling would have a very limited impact on the visual amenities of the locality.

The proposed detached garage would be sited next to existing stable block. It is proposed that new landscaping would in introduced to the north of the garage. This will help to obscure the proposed garage. However considering the siting of the garage is next to the existing stable block I do not feel it will have a detrimental impact on the visual amenities of the locality.

The proposed dwellinghouse by reason of its size, design, height and massing would be contrary to Planning Circular 1/88 and 3/93 in that it would introduce a disproportionately large dwellinghouse with uncharacteristic features into a rural locality.
