### Officer's Report

The site represents a mid-terraced residential property located towards the south western end of Milner Terrace which links Hope Street with Alexandra Road, to the south of S_S Motors garage.

The property falls within Castletown's Conservation Area which includes Milner and Athol Terraces but excludes S_S Motors, the Commissioners' depot and Qualtrough's Yard. The site is designated as Residential on the Castletown Plan which was approved by Tywald in 1991.

Proposed here is the replacement of the existing windows which are, in the front elevation, outward opening top hung casements in the top and first floor and a slightly bowed, fixed window with 16 panes in the ground floor. Similar windows are in the upper floors of the rear of the property with a wider window with top hung casements in the ground floor. There is a solid wooden panelled door in the front and a modern door in the rear elevation.

Other properties in the terrace have had plastic framed windows installed, with approval: numbers 12 was approved under 98/2106, number 10 under 00/1758, 8 under 02/0142, 7, under 97/0167, 5 under 02/1218 and number 3 proposed sliding sash plastic windows under 02/1657. All applications were approved.

Also proposed is a replacement door, designed to replicate the existing but in plastic.

The general philosophy behind these decisions was that there are already plastic framed casements within the terrace and that a further change to half and half style casements would not be detrimental to the appearance of the terrace or the character of the area. Whilst undoubtedly the terrace contributes to the CA in which it lies, the amenities available to the occupants are limited in terms of light and outlook and the appearance is of limited architectural or historical value, in my view.

There are no objections.
