### Officer's Report

The application seeks approval in principle for the conversion of an existing dwelling on Bowring Road, opposite an area of car parking outside The Bridge Inn, into two self contained flats. The ground floor of the property was previously a shop but was recently granted approval for its change of use to an office through PA 04/02210/C. There is a four space garage located in close proximity to the property that would be used to serve the parking needs of the apartments.

A previous application, PA 04/02213/A, seeking approval in principle for the conversion into three self-contained apartments was refused on the grounds that the third apartment was to be contained within the roofspace and would have an unsatisfactory outlook and environment. The application was refused subject to a without prejudice note advising that conversion into two apartments may be acceptable.

There are objections to the proposed development from a local resident and the Department of Transport Highways Division. I do not agree with their objections and consider that the property will suitably convert into two apartments without undue detrimental impact. Accordingly, I recommend that the planning application be approved.

This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.

C 2. This approval relates to drawing no.s 5164/1 and 5164/2 date stamped the 20th May 2005.

C 3. The apartments must not be occupied unless the car parking shown on drawing no. 5164/2 date stamped the 20th May 2005 is available for use by the occupants of the apartments.
