## Officer's Report

This application relates to a former nursing home, Elm Bank, Stanley Terrace, Christian Street Peel. It is within the Peel Conservation Area.

The proposal is to convert this large, end of terrace property, into 2 two bedroom apartments and 1 three bedroom apartment. There will be new pvc windows to the front and side which will be in the same glazing pattern as the existing and some false carriage doors and an improved pedestrian gate will be added to the side extension to the front. To the rear of the property the first floor of the outlet will be removed and a large balcony placed on top of the ground floor outlet with narrower balcony area across the rest of the building. Two balconies will also be added to the top floor. There will be alterations to the windows to the rear four of which will be come doors opening onto the balconies, and some new rooflights will be inserted in the rear elevation.

A previous application (PA 04/01574/B) to convert the home into a private residence was granted in 2004.

Peel Town Commissioners recommend approval of the application. The water authority request a condition relating to water supply and the Disability Access Office request certain requirements are met, and the Chief Fire Officer requests that the applicant consults regarding fire precautions.

The Department of Transport have objected stating the parking area can accommodate two vehicles and this provision is inadequate to serve the needs of the development.

The change of use from nursing homes to apartments is acceptable in this area which is primarily residential and it is appreciated that this is a large property for a single residence and that being within the Conservation Area it is important to ensure the building is kept in good condition. The appearance to the front is largely as at present and the changes appear to be improvements to the overall appearance of the building. There are however some concerns regarding parking and overlooking of adjacent properties as a result of the balconies proposed to the rear.

The applicants show three vehicles parked at the front of the building but realistically the space would probably accommodate two abnd the Department of Transport indicate this. Whilst it is accepted that the home was used as a nursing home previously off street parking in Peel is limited and it would appear that there is some scope for parking to the rear of the property which could be explored. The parking area is directly onto the main road at the front and removal of any vehicles to the rear would also help to improve the appearance of the front of the building.

The proposed balconies to the rear are very close to the adjacent property and there would be problems of overlooking of the rear of the gardens and of the upper window from the balcony on the top floor. The large decked area would also have an impact on the amenity of residents in neighbouring properties being a larger decked area at first floor level which would directly overlook their gardens.
