### Officer's Report

The site, defined in blue, represents a holding stretching from Meary Voar, an attractive cluster of farm buildings, most in stone, to the access to Meary Veg, premises of the Department of Transport Drainage Division.

Proposed here are improvements to the existing access lane. This is presently passable with a four wheeled drive vehicle but not in a normal car, hence when I visited the site, I parked on the top lane, just before Meary Veg and walked down the lane to the farm buildings.

The improvements involve the creation of a 4m wide tarmacadam lane on the existing alignment with appropriate drainage to channel water alongside the lane and away from the fields.

There is a variety of hedging alongside the lane, mostly scrappy hawthorn trees and varying heights of hedge, none worth preserving nor attractive. A replacement hedge, constructed in a traditional fashion would be appropriate on each side (or wherever the hedge is to be removed).

There are no objections to this, save for concerns which have been raised by the Society for the Preservation of the Manx Countryside and Environment regarding the up to date nature of the plans and concern regarding trees and hedges. Having seen the site, I feel these concerns are misguided.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the creation of a surfaced access and drainage as shown in drawings P01, P02 and P03 all received on 29th March, 2005.

C 3. Following the creation of the paved lane and drainage as approved, there must be constructed a Manx sod hedge alongside the lane to provide a physical and visual boundary to the lane and to provide an enhanced habitat for wildlife, replacing the hedging and shrubbery removed as part of the approved works. The hdge must be constructed in accordance with Planning Circular 1/92.

N 1. The applicant is advised that under Section 34 of the Land Drainage Act 1934, written permission is required from the Department of Transport for any work carried out on any watercourse through the Island. The advice of the Land Drainage Engineer is recommend in this respect.
