## Officer's Report

1. The site comprises the curtilage of Number 4 Woodville Terrace.
2. The application seeks full approval for conversion of the building from guest house to five flats.
3. 04/1785 (conversion to 4 flats) was refused for reasons relating to the annex and to parking provision.
4. Now proposed are 5 flats, one of which is entirely at the rear, albeit over two floors. The parking provision is notionally 3 spaces at the rear, two of which are very tight and end-to-end.

R 1. The proposed parking provision is inadequate in terms of numbers and nature, in that there are only three on-site spaces (for five flats), and two of those are very tight and block each other in.
