### Officer's Report

The application seeks approval in principle for the conversion of an existing redundant barn into habitable accommodation within the curtilage of Ballamin Farm, Bride.

There have representations made to the planning application in support of the proposed development.

The application is accompanied by a structural engineer's report, which states that the buildings are capable of conversion. The applicant has stated that they wish to the buildings to be used as ancillary accommodation and holiday accommodation. I accept the structural engineer's advice and would suggest that due to the access arrangements that the buildings are only really suitable for ancillary or holiday accommodation. Overall I consider that the use of the buildings accords with Planning Circular 3/89 and recommend that the planning application be approved.

C 1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.

C 2. This approval in principle relates to drawing no.s 01 and 02 date stamped the 26th November 2004.

C 3. Any subsequent reserved matters planning application should include appropriately sized and defined residential curtilages for the buildings.

C 4. The accommodation hereby created may only be used as either holiday accommodation or ancillary accommodation to Ballamin Farm. For the avoidance of doubt, no approval should hereby be conferred by this approval for the use of the new accommodation as a separate dwelling.

C 5. With regards to use as holiday accommodation between the 1st March and 1st October in any one year the holiday accommodation hereby approved must only be used for individual lets, not exceeding four weeks in duration, to bona fide tourists. Outside of this period longer lets to bona fide tourists are permissible.

C 6. The conversion of the buildings should wherever possible utilise existing openings. Any new openings should be designed in a manner to suitably reflect the previous agricultural nature and age of the buildings.

N 7.

For connections to Flats and Apartments the following apply - "Water Supply to Flats and Apartments - Regulations", and if applicable a "Form Of Undertaking In Respect Of Supply Pipes" will be required. Copies of these documents can be obtained from the IoMWA or alternatively by contacting the IoMWA Byelaws Inspector (Les Quayle on telephone 695957).
