The site represents a small parcel of land in the middle of Middle Cordeman Farm located to the north west of St. Mark's Village and accessed via the Cordeman Road which gives access to at least eight properties (Middle Cordeman Farm, Upper Cordeman Farm, The Lhergy, Thalloo Vell, Thallovell Croft, Kere Volley, Cleighrour and Tree Skibbaltyn).

Proposed here is the erection of a building for use for the sale of organic produce and specialist meat products (citing Aberdeen Angus and Highland beef, pedigree texel and loughton lamb). No indication is given as to whether this is all produced on this farm.

The neighbours' concern is justified in respect of the traffic: Cordeman Road is poor with narrow width and several sharp bends.

The new building is not large - 9m by 9m finished in roughcast render with a sheeted roof with a small office, chiller room and servery within.

The views of DAFF would be useful and confirmation that the produce originates from the site.

The applicant has provided additional information in respect of the proposed business and I have also received comments from DAFF in this respect.

DAFF advise that Mr. Taylor has embarked upon an agri-environmentl scheme and carries a stock of 25 breeding cows (to increase to 60) and 130 breeding ewes. DAFF Suggest that the Loughtan meat will be sold - from animals raised on the farm, along with vegetables grown on the farm also. Other meat produced elsewhere will also be brought in to supplement the farm produce.

The applicant has advised that opening hours would be a few on Friday, Saturday and Sunday.

Due to its location this is hardly going to attract significant levels of traffic although I can understand the neighbours' concerns regarding this. However, DoT has not objected. The building is 50% larger than a standard double garage with single skin walls and a sheeted roof.

I would recommend that this represents a n interesting diversification of existing agriculrual practices and shoul dbe support unless concerns reagarding traffic are considered persuasive.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the erection of a farm shop as shown in drawing reference AT 698.1 and the location plan, both received on 3rd November, 2004.

C 3. The only items which may be sold from the proposed shop are vegetables grown on Middle Cordeman Farm or the applicant's small holding in Crosby along with meat from animals raised on Middle Cordeman Farm. In addition, some meat may be sold which is not from animals raised on Middle Cordeman Farm but these must be specialist meats (including Aberdeen Angus, Highland beef, pedigree Texel, free range pork and poultry) and must in total represent less than half of the produce available in the shop.

C 4. The shop may be open only on Friday, Saturday and Sunday between the hours of 11am and 3pm.
