### Officer's Report

The application seeks approval in principle for the erection of three dwellings on a parcel of land situated behind existing dwellings at South Cape, Laxey.

The application has attracted a number of objections from local residents, Laxey Village Commissioners and the Department of Transport Highways Division.

Prior to the submission of the planning application I was shown the submitted drawing by the applicant's agent. At that time I expressed concern about the number of proposed dwellings in relation to possible over intensive development and questioned the access arrangements. Despite this advice the application was submitted without any alteration.

Whilst I would suggest that on the basis of the Laxey Local Plan the residential development of the site is acceptable I consider that the development for three dwellings is unacceptable. Although it is only illustrative the submitted drawing clearly shows how the applicant envisages the development of the site to occur. In my opinion this is over intensive and would detrimentally impact on amenity of the existing surrounding properties. Following a site visit I also concur with the objections relating to access. It is possible that the site could be developed for a single dwelling, possibly two with careful siting, and improved access arrangements. I recommend that the planning application be refused.

R 1. The proposed development of the application site for three dwellings is considered to represent over intensive development that would result in unacceptable detrimental impacts on the amenity of the existing surrounding properties.

R 2. The application fails to demonstrate appropriate sightlines and visibility for the proposed new access, which accesses and egresses onto the inside of a bend on the A2, contrary to the interests of highway safety.
