### Officer's Report

The property is an existing detached house located on the coastal side of teh A2 and alongside the narrow and steeply sloping lane known as School Hill, I think, leading down past the tramlines and to Old Laxey Hill.

Proposed here is the demolition of an existing garage and its replacement by a simple hardstanding with extended area for further car parking at the same level as the main road. Railings are also proposed around the parking area, protecting against the drop to the garden.

There is no information about the build up of levels or the appearance of the handrail which may be a little industrial in nature.

Defer for further consultation with the applicant about these two matters.

I have spoken with both DoT who think that the applicant's proposal will not work, and the applicant's agent, Malcolm Simcock who has also spoken with DoT. DoT have not been persuaded to overturn their objection. However, it is clear that in the interests of vehicular manoeuvring, a lay by is better than the existing garage or car parking space and in fact more parking space is being provided. As such this appears to me to be a positive step which should be encouraged. I don't understand the objections of the DoT.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the demolition of the existing garage and the creation of a lay-by all as shown in drawings reference 01a rev A received on 13th September, 2004 and the site and location plans received on 4th August, 2004.

C 3. The development must include the creation of a vehicle footway crossing across the footway.

Note; the applicant should obtain permission from the Operations Section of Department of Transport prior to the undertaking of any works within the highway including the footway.
