See also PA 04/1705 which proposed one portacabin in this location.

The site as defined represents the curtilage of the Memorial Hall in the heart of Union Mills. Proposed is the installation of two portacabins to use in association with the use of the Hall as a playgroup. The in-coming playgroup (Mooinjer Veggey) wish to have additional storage facilities which will be secure whilst others are using the site.

Whilst I have no objections to the principle of two portacabins in this location, the installation of the larger of the structures will necessitate the removal of a tree and I find this unacceptable, particularly as any permanent extension, which would be preferable, is not likely to result in the loss of this tree as the extension will be closer to the building and further from the trees.

Whilst the Commissioners have stated that the proposal should be approved as there are no sustainable reasons why it should be refused, the neighbour is concerned about the use of any portacabins on this site as they may attract vandalism.

The PC concurred with my recommendation but also added reasons for refusal associated with Mrs. Kaneen's concerns and the lack of information about the toilet facilities.

The introduction of what are temporary building for what would appear to be a permanent and long-term need would be unsatisfactory in terms of:

1) the location of the temporary buildings in a generally unsupervised and dark location which could invite anti-social behaviour and undermine the enjoyment of the residential properties alongside the site and

2) the provision of additional storage and/or toilet facilities in a building separate from the main structure and the inconvenience involved therewith.

3) the installation of the two portacabins will result in the removal of an established tree which contributes, with the others on this and adjacent sites, to the backdrop to the Memorial Hall and the amenities of the village as a whole. Whilst the Planning Committee appreciates the need for the provision of additional storage facilities on the site, the Committee would prefer the provision of permanent facilities as a properly designed extension to the Hall which would probably not result in the loss of any trees. As such the loss of the tree would result from a short-term and temporary solution to this problem.

It is not clear from the information provided why additional toilet facilities should be provided in the temporary buildings and how this would work in practice in conjunction with the main use of the hall.
