### Officer's Report

The site represents a field situated on the northern side of the A25 Old Castletown Road between Ellenbrook Farm and Woodville - nearer Oakhill Bridge. Proposed here is the erection of a dwelling on the site. The site is within an area designated as Open Space/Agricultural on the extant and emerging Braddan Plan. The site is not "natural infill" as suggested by the applicant as the roadside frontage is not built up and there would be significant gaps between the houses either side. It will also not consolidate or contribute to the existing grouping of building centred around the Oakhill/Port Soderick junction as suggested.

Development has been resisted here in the past within the emerging plan although proposed by the previous owner of Ellenbrook Farm, not this applicant.

The development is unwarranted and would establish a very unfortunate precedent. Defer for views of BPC and DoT.

DoT do not support the development of the site as the information to assure them that sightlines could be provided to their satisfaction have not been provided. I suspect that in order to provide the sightlines which DoT would require would further increase the impact of any development on this site. Indeed DoT observe that the site is not long enough to accommodate such splays.

R 1. The site is not designated for development on either the extant Braddan Plan, adopted by Tynwald in 1991 or the emerging revision of this plan which was the subject of a public inquiry in 2003. As such, the development of this site would be contrary to the adopted land use designation of the site and the Department's general presumption against development in the Island's countryside - as set out in Planning Circular 1/88. Approval of development of this site would establish an unfortunate precedent for further unwarranted and uncontrolled development in the countryside.

R 2. The Isle of Man Water Authority would not at the present time appear to be able to guarantee a sufficient potable water supply to service the proposed development.
