Planning Report and Recommendations General Report Site Visited YES/NO 1. The site is at the corner of Kensington Road and Kensington Avenue, and is presently being developed in accordance with the approval granted under PA 02/184 for three flats and parking. 2. Now proposed is the erection of a fourth flat over the garage. 3. The principal issues are (a) impact on the street scene; (b) impact on neighbours; (c) environment of the flat; (d) parking; and (e) water supply. Signed Date 2/9/04 Summary of objections/views HA and LA - no objections WA - objection (supply) EHI - must comply with Flats Regs Fire Service - consult re Flats Regs Recommendations Approve/Refuse Signed Date Planning Report and Recommendations General Report Site Visited YES/NO 4. Street scene: The site is within the Woodbourne Road Conservation Area. The proposed design is generally sympathetic and would, arguably, be an improvement on the 4 present single-storey approval. 5. Neighbours: There would be some impact on the rear outlet to No. 16, but there have been discussions, the coping of the new building is no higher than the cills of the first floor windows, and there is no objection submitted. 6. Environment: There would be a reasonable outlook, good light, and an adequate general environment. Signed Date 2/9/64 Summary of objections/views Recommendations Approve/Refuse Signed Date Planning Report and Recommendations General Report Site Visited YES/NO 7. Parking: There would be a total of four parking spaces and two garage spaces (end to end) for four flats. The HA is content. 8. Water Supply: An additional unit would clearly increase the demand for treated water. The former use of the site as a garage/workshop would have generated some demand. Signed Date 2/9/04 Summary of objections/views Recommendations Approve/Refuse I recommend approval. Having regard to the fact that the works are underway, and to the modest nature of the proposal (a 1-bed roomed flat - 1 person), the usual Grampian condition about water may be unreasonable.
