### Officer's Report

The site defined in blue represents Cammall Farm - 60 acres (20ha) of land to the east of the TT Course between Barregarrow and Kirk Michael. The site accommodates a group of buildings which include a farmhouse and outbuildings which have permission for conversion to tourist accommodation (PA 02/1350 and 03/0860).

Planning permission has already been granted for the erection of a farm dwelling in respect of Mr. Cowie who retired from Cammal Farm (PA 89/0010 and 1495). This dwelling lies to the south of the existing farm group.

The justification for this dwelling is that Mr. Graham has been advised to "wind down" the farming activities and wishes to hand over to his son who is a retained fireman in Kirk Michael. This son has "a tremendous interest in rural life".

I can see no justification for this dwelling on the basis of agricultural need. The limited acreage does not justify another dwelling and in any case has already given rise to a retirement farmer's unit (which is still occupied by the person for whom it was approved).

In addition, even if there were agricultural need proven in this case, the siting for the new dwelling is not next to or even close to the existing dwelling or farm buildings leaving it open for future change of use to private accommodation.

**R 1.**
The Planning Committee is not persuaded that this holding justifies the erection of a further dwelling, particularly as the farmland has been used in the past to support the erection of a retiring farmer's dwelling (PAs 89/0010 and 89/1495) which has been erected to the south of the farm buildings.

**R 2.**
Notwithstanding the above, the siting of the new dwelling is not adjacent to the farm buildings or other dwelling and as such fails to comply with the advice given in Planning Circular 3/88 and could lead to further applications in the future for the removal of any agricultural restriction which may be imposed on any new property.
