Act Dep
Secretary Planning Committee

Note 1: The decision contained in this notice does not become final until:-
- the time for requesting a review of the initial decision has expired; or
- any review of the initial decision has been completed; or
- the time for requesting an appeal in relation to any decision at review has expired; or
- any appeal has been completed.

Note 2: Rights of review against the decision are attached.

REASONS FOR REFUSAL

Application Ref No: 04/01469/A

1. The Planning Committee is not persuaded that what is defined on the application
as the holding relating to this proposal justifies the erection of a further dwelling
on land which is not designated for development. In addition, the siting of the
dwelling is some distance from the existing farm dwelling and as such would not
comply with the guidance given in Planning Circular 3/88 - new agricultural
dwellings and would represent an unwarranted intrusion into the countryside.

Note: the Planning Committee would have expected the application to have been
accompanied by full justification for a new dwelling including stocking levels, the
nature of the farm operations, the role which would be played by those who would
occupy the new dwelling together with information about present staffing levels in
relation to the farm and where those persons presently reside.

2. This decision was made by the Planning Committee constituted in accordance
with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme
(Development Plan) Order 1982.
